Push for Solar Installations

Pm Modi has launched an international solar alliance of over 120 countries with the French president, François Hollande, at the Paris COP21 climate summit.


“Solar technology is evolving, costs are coming down and grid connectivity is improving,” said the Prime Minister. “The dream of universal access to clean energy is becoming more real. This will be the foundation of the new economy of the new century.”
The PM described the solar alliance as “the sunrise of new hope, not just for clean energy but for villages and homes still in darkness, for mornings and evening filled with a clear view of the glory of the sun”



Solar installations to reach 3,645 MW in 2016


India’s solar installation capacity would reach approximately 2,150 MW in 2015 and touch 3,645 MW in 2016,

"There have been a number of important energy related policy announcements recently, with increased activity on the ground with tenders and auctions beginning to occur more frequently," Mercom Capital Group CEO and Co-Founder Raj Prabhu said. 

Government’s push: 5,500 MW worth of projects due to be auctioned off over the next several months between the NTPC and the Solar Energy Corporation of India (SECI).

सेंट्रल इलेक्ट्रॉनिक्स लिमिटेड के 40 मेगावाट विद्युत मॉड्यूल उत्पादन प्लांट के उद्घाटन समारोह में केंद्रीय मंत्री ने कहा कि, देशी की सभी राज्य सरकारें अब सोच रही हैं कि, किस तरह थर्मल से सोलर एनर्जी पर शिफ्ट किया जाए। भविष्य में सौर ऊर्जा ही सबसे बड़ा ऊर्जा स्त्रोत होगा। इसके लिए हमें अभी से अपनी तैयारियां करनी हैं। सोलर हवाई जहाज अभी दुनिया की सैर कर रहा है। हमारी सरकार भी इस बारे में विचार कर रही है कि, देश में किस तरह सोलर ट्रेन चलाई जाए। इस दिशा में विशेषज्ञों से बातचीत की जा रही है। मुमकिन है कि, इस योजना पर जल्द ही ठोस पहल की जाए।

GIAN brings into practice the belief of ‘Vasudhaiv Kutumbakam’. Inspired by the vision of the Prime Minister and responding to his wish to ensure early implementation to facilitate the needs of institutions, faculty and students to embrace new knowledge frontiers.

Across 13 disciplines, 352 courses to be taught by academicians in government institutions from 38 countries across the world.
Simultaneous launch of GIAN at IIT Gandhinagar and IIT Kharagpur. 352 foreign academicians to begin with will teach in 68 national institutions. State governments have also been requested to send their list of state govt. institutions.


GIAN to be an opportunity to learn from international faculty


Smriti Irani :  GIAN will cater to many students in many of the government institutes do not usually expect an opportunity to meet, interact and learn from international faculty.


MHRD has allocated Rs 35 crores for GIAN for the current financial year

500 international faculty will be engaged this year and 1000 in subsequent years to offer short courses and programs throughout India.

The fact that this vision of the Prime Minister has translated into action within a time span of just one year is a reflection of the team work between the Ministry of Human Resource Development and the institutions of higher learning.

The long term goals of GIAN include sharing of academic credits, development of a repository of learning materials, availability of content through a National Digital Library, catalyzing interaction between faculty and students from across the country and abroad, and forging academic and research collaborations across the world.

Sub-regional road connectivity pacts: From ‘looking East’ to linking East
प्रधानमंत्री नरेंद्र मोदी  दक्षिण एशिया और दक्षिण-पूर्व एशिया के बीच क्षेत्रीय सहयोग बढ़ाने के लिए बुनियादी सुविधाओं के संबंध स्थापित करने को उत्सुक है।

दक्षिण एशियाई क्षेत्र में बेहतर कनेक्टिविटी, दोनों ,सड़क संपर्क और जलमार्ग के माध्यम से, क्षेत्रीय सहयोग बढ़ाने और अंतर क्षेत्रीय व्यापार को बढ़ावा के लिए एक साधन के रूप में केंद्र की ओर से पहल  किया जा रहा है।

मानक संचालन प्रक्रिया (एसओपी)- भारत और बांग्लादेश ने हाल ही में तटीय शिपिंग पर एक समझौते पर अमल करने के लिए हस्ताक्षर किए .

इससे  आयत एवं निर्यात के परिवहन खर्च में कटौती आएगी। 

द्विपक्षीय व्यापार को बढ़ावा देता है।

संपर्क में सुधार और प्रतिस्पर्धात्मक भाड़ा दरों प्रदान करेगा।

इस के अलावा, भारत ने भूटान, बांग्लादेश और नेपाल के साथ मुक्त वाहनों की आवाजाही को सुविधाजनक बनाने के लिए एक प्रस्ताव पर हस्ताक्षर किए.

भारत , मोरेह (भारत) से  माई सोत  (थाईलैंड) के बीच  3,200 किलोमीटर सड़क संपर्क को प्रचालित करने पर काम कर रहा है।
निर्यात और आयात में वृद्धि और व्यापार और व्यवसाय के लिए नए अवसरों में अनुवाद होगा।  

यह समझौता, भारत बांग्लादेश में सड़क संपर्क के माध्यम से देश के उत्तर-पूर्वी क्षेत्र के लिए अधिक से अधिक उपयोग करेगा एवं  चटगांव के माध्यम से भूमि बंद  भूटान और नेपाल को  समुद्र और वैश्विक बाजारों से जोड़ेगा।  
भारत, म्यांमार और थाईलैंड भी सार्क मोटर वाहन करार की तर्ज पर एक समान संधि (आईएमटी) विकसित करने के लिए सहमत हो गए हैं।

भारत-म्यांमार-थाईलैंड सड़क संपर्क सामरिक महत्व का है। यह आसियान और सार्क क्षेत्र में अर्थव्यवस्थाओं को पाटने के लिए डिजाइन किया गया है।

Prime Minister Narendra Modi is keen on establishing infrastructure links to enhance regional co-operation between South Asia and South-East Asia.

Improved connectivity in the South Asian region, both through road links and waterways, is being leveraged by the Centre as a means to enhance regional co-operation and foster intra-regional trade. 

Standard operating procedure (SOP) India and Bangladesh signed to operationalise an agreement on coastal shipping recently.This will bring down the transportation cost of export-import cargo. 

·     Promotes bilateral trade .

·     Improves the connectivity  and will provide competitive freight rates.

Apart from this, India has also signed a proposal to facilitate free vehicular movement with Bhutan, Bangladesh and Nepal (BBIN)

·     India is also working on operationalising a 3,200-km road link from Moreh (India) to Mae Sot (Thailand). 

·    Exports and imports will increase and translate into new opportunities for trade and business
·    
      The pact will give India greater access to the North-Eastern region of the country via road links in Bangladesh; connect the land-locked Bhutan and Nepal to open seas and global markets via Chittagong.

·   
·      India, Myanmar and Thailand too have agreed to develop a similar pact (IMT) on the lines of the Saarc Motor Vehicle Agreement.

·    ·The India-Myanmar-Thailand road link is of strategic importance. It has been designed to bridge economies in the Asean and Saarc zones.

अब ब्लॉक स्तर तक वीडियो कॉन्फ्रेन्सिंग
‘‘स्वान’’ का हुआ विस्तार

मध्य प्रदेश में स्टेट वाइड एरिया नेटवर्क (स्वान) के विस्तार से अब विकास खण्ड स्तर तक वीडियो कॉन्फ्रेन्सिंग हो सकेगी। इसके जरिये अब मुख्यमंत्री, मंत्री, कलेक्टर, कमिश्नर विकासखण्ड स्तर पर अधिकारियों से सीधे संवाद कर सकेंगे। अभी यह सुविधा जिला स्तर तक सीमित है। कुछ विकासखण्ड में यह कार्य होने भी लगा है। मुख्यमंत्री श्री शिवराजसिंह चौहान ने कुछ दिनों पहले इसी माध्यम से खण्डवा जिले में जनपद पंचायत स्तर पर वीडियो कॉन्फ्रेन्सिंग कर इसका शुभारंभ किया था।
कोषालयों तथा उप-कोषालयों को अब ‘‘स्वान’’ से जोड़ दिया गया है। पहले ये वी-सेट से जुड़े थे। इसकी गति कम थी और खर्च ज्यादा होता था। ‘‘स्वान ’’ से जुड़कर इसकी गति बढ़ी है और खर्च कम हुआ है। इसके अलावा, वाणिज्यिक कर और परिवहन विभाग भी इस नेटवर्क से जुड़ गये हैं। योजना यह है कि सभी विभागों में यह कनेक्टिविटी उपलब्ध हो जाये। इससे डाटा कम्युनिकेशन आसान और सस्ता हो जाएगा, क्योंकि हर विभाग को यह अलग से नहीं लेना पड़ेगा।

Madhya Pradesh's Gross Domestic Product ( GDP) shines


Madhya Pradesh's growth rate has swelled to 12 per cent in the last fiscal from 8 per cent in 2010-11.


Besides, the state, having agrarian economy, recorded 18 per cent agriculture growth rate in 2011 - 12,. 


This twin growth will benefit a large populace in the construction and agriculture sector by opening avenues of better health, education facilities, among other things for them. It development will also pave way for greater capital investment and production.

Furthermore, MP has clocked close to 17 per cent in manufacturing and 8 per cent in industrial growth augmenting job opportunities.

In last four years, MP stood third in terms of growth in country and it growth rate had been above the all India average growth rate. .

A decade ago, MP witnessed a negative growth. It was -7 per cent in the fiscal 2000-01 and -4 per cent in 2002-03 and it was mere 3 per cent in 2004-05.

Computerization of Paddy Procurement and Public Distribution System in Chhattisgarh

Public Distribution System is a very important scheme for providing food security to the poor
and needy. The success of this scheme like all other schemes however depends on proper targeting. Because of the huge subsidy involved and also because of the large number of fair price shops complaints of leakages and diversion are common.

In Chhattisgarh an end to end solution based in information technology has been developed and implemented with very encouraging results.

Computerisation of Total Food Grain Supply Chain
The case study is complete process computerization of food grain supply chain in Chhattisgarh from paddy procurement from farmers, its storage, milling and distribution of rice and other commodities to 3.7 million ration card holders through 10,416 Fair Price Shops (FPS). As a part of this project, 1532 Paddy procurement centres, 50 storage centres, all district offices concerned, 99 Civil Supplies Corporation distribution centres and 35 FCI rice receiving centres have been computerized covering six different organizations involved in food grain management.

Call centre with a toll free number 1800-233-3663 is operational from 8:00 AM to 10:00 PM to take complaints from citizens and give any desired information about paddy procurement and public distribution. Citizen interface web site is hosted to increase the citizen participation in controlling diversion of PDS commodities. The project can be described in four distinct areas which complete the process computerization of whole food grain supply chain and its monitoring.

4.1 Paddy Procurement and Milling

Paddy is procured from about 1 Million farmers of Chhattisgarh at MSP at 1532 procurement centres spread throughout the state.Paddy procurement at these centres is done through computers. Paddy Procurement Centres are mainly located at village panchayat level and connectivity is not available at most of these centres. Hence a form based stand alone module has been developed for online purchase of paddy and issue of paddy to millers, storage centres and FCI. Cheques for payment to farmers and delivery memos for movement of paddy to different places are printed on computer at real time.

Special importance has been given to on-the-spot generation of cheques on computers as it reduces the delay in payment to about one million farmers.

1532 data entry operators, who are local to the society, were recruited and trained on the operation of PACS Module. An interesting innovation of data transmission through motorcycle riders has ensured near real time data transmission from purchase centres to the central server and vice versa. V-SAT based NICNET connectivity is available in Chhattisgarh at block headquarters in the offices of Janpad Panchayats.

250 Motorcycle riders have been hired to carry data everyday from procurement centre computers to block headquarters, where they upload the data on the central server through the internet. Similarly any new version of software and delivery order details are downloaded from the server at the block level by these motorcycle riders, and carried to the procurement centres.

All operations carried out by the district level offices such as collector office, DMO of MARKFED and DM of CGSCSC as well as head quarters are computerized through web based applications. At all the 50 storage centres of MARKFED, 2 computers each were installed with a form based module to receive and issue paddy. 70 Custom Milled Rice (CMR) receiving centres of CGSCSC (subset of 99 distribution centres) and 35 CMR receiving centres of FCI are using a web module to generate sample slip, analysis report and acknowledgement report .

4.2 Unified Ration Card Database and issue of PDS commodities to Fto FPS
Unified Ration Card database has been prepared. The ration cards are printed using the database. Only
those ration cards having a unique number and a barcode printed through that database, are valid now in Chhattisgarh. Since the entire ration cards database has been computerized shop-wise allocations have now
been automated. Per card allocations are fed into the computer at the State level. Shop-wise allocations are
calculated by the software. All Fair Price Shops are required to give declaration of their stocks and sales in
the previous month before issue of PDS commodities. These figures are entered in the web application at
CGSCSC warehouses. Based on allocation, stock and sales figures of FPS, the actual amount of PDS
commodities to be issued to the FPS is calculated by the software, and a delivery order is issued on the web
application. After the issue of the delivery order a truck challan is issued indicating the truck number,
driver’s name, quantity dispatched etc. The truck challan is also generated using the web application. Thus
information regarding allocations, stocks, issue and sales for each FPS is now available on the central
server. At least 10% of this data is physically verified by the staff of the food department every month, and
action is taken against any FPS giving false declarations.

4.3 Citizen Participation web-site
Citizen awareness and participation in the public delivery system is a major check against diversion and
leakage. Hence a citizen interface website has been created. One can lodge complaints, give suggestions.
This web-site also provides a method of citizen participation to check diversion of trucks carrying PDS commodities to FPS from warehouse. Citizens can register their mobile numbers on this web-site by
selecting one or more FPS of their interest, for participation in the monitoring of PDS. Whenever PDS
commodities are dispatched to the FPS from the warehouse an SMS is automatically sent to the registered
mobile numbers. This message has the truck number, the quantities of PDS commodities being sent by that
truck, and the date and time of dispatch (Figure 1). Thus any one can know exact date and time of truck
dispatch with quantities of commodities. Citizens participating in monitoring of PDS can then check
whether that truck arrived at the FPS carried full quantities dispatched. They can even get PDS
commodities unloaded and stored in the FPS in their presence. If commodities do not arrive at the FPS in
full quantity within reasonable time, citizens can register their complaint at the website or through call
centre.

4.4 Call centre and Complaint Monitoring System
A call centre with a toll free number 1-800-233-3663 is operational. The complaints received by call centre
are immediately entered in the system and the complaint number is given to the complainer for further use.
All the registered complaints either through call centre or through internet are seen in the inbox of officer
concerned login. The officer is supposed to enter the details of enquiry report and action taken on
complaints found correct. The status of the complaint is informed to the complainer on demand. Complaint
redressal is monitored at directorate and secretariat level for speedy disposal of complaints.



RAINWATER HARVESTING- Success in Chhatisgarh

RAINWATER HARVESTING UNDER JOINT FOREST MANAGEMENT PROGRAMME
(Implemented by Department of Forest)

1. BELARBAHRA VILLAGE (Block: Nagri, District: Dhamtari)
Belarbahra village is adjacent to a protected forest in Dhamtari District. In addition to other development activities like facilitating honey culture etc. providing better irrigation facilities were also the priorities of the joint forest management committee. To start with they deepened a village tank named Dhau talab. Risai Jharan, a spring flowing from the hills used to fall directly to the paddy fields there by destroying the crop and the field.

The villagers constructed a canal of 1 Km length and channeled the spring flow to Dhau talab. It solved two purposes, routing the stream through the canal saved the paddy fields from being degraded and the water thus transported to Dhau Talab was stored and used for irrigation. This resulted in 37% (to 150 ha) increase in total irrigated area (Kharif) and nearly 19% increase in total production.

2. ALEKHUNTA VILLAGE (Block: Nagri, District: Dhamtari)
In Alekhunta village of Dhamtari district, the Forest Management Committee has set an example in water resources Management. Alekhunta village, home to 64 families with a total population of 267 was almost entirely dependent on forest. Under JFM Programme, a stop dam of 10m width was constructed along Futhamuda stream. The stored water was then distributed to different parts of the village with construction of 2 canals, one of 4 Km length and the other of 3 Km length. There was 350 acres of arable land and there was no irrigation facility. This construction provided irrigation facilities to the entire 350 acres (during kharif only) of land and resulted in 80% increase in agricultural productivity in the village.

3. JHUNJHRAKASA VILLAGE (Block: Nagri, District: Dhamtari)

Jhunjhrakasa village is on Birgudi-Ghattasilli road in Dhamtari district. The village has a population of 503.
Paddy cultivation in the village used to be completely dependent on monsoon rain. Under the Joint Forest Management Programme, the Forest Management Committee has constructed a stop dam across Jhura Nala as a result of which 200 acres of land could be brought under assured irrigation. In addition to this the Forest management Committee has also constructed 18 sluice gates thereby facilitating irrigation in additional 90 acres. The villagers in Jhunjhrakasa are now started taking the second crop in 80 acres of land.

Chhattisgarh’s solar electrification success story

A Chhattisgarh government initiative has succeeded in electrifying many remote villages with solar energy where other states have failed
Around 50 villages in Chhattisgarh’s Barnawapara Wildlife Sanctuary, that are not connected to the national grid because they are in a remote area, have been enjoying the benefits of electrification since 2003 under the Remote Village Electrification Programme of the Union Ministry for New and Renewable Energy (MNRE).
The four-kilowatt solar power plant that provides seven hours of electricity every day to all 75 households and lanes in Deba village, in the Barnawapara Wildlife Sanctuary, for instance, generates 28 units (1 unit=1 kWh) of electricity a day.
The technology for such projects is simple and the source of power abundant, making it the obvious choice for electrification in rural areas. Yet solar off-grid projects under the programme have not been as successful as expected across the country. Chhattisgarh is an exception with 1,400 solar-powered villages.
The failure of the system is said to be due to poor maintenance and lack of monitoring. Equipment has been stolen or is lying defunct in several states. In Kalahandi district of Orissa, for example, the government installed solar home lighting and street lighting systems in 40 villages in 2009. A survey by Desi Technology Solutions, a consultancy firm in Bhubaneswar, reveals that the system in 30 villages became defunct within a year.
Chhattisgarh experienced much the same problems initially. In 2003, the Chhattisgarh Renewable Energy Development Agency (CREDA) installed solar home lighting systems in 500 villages. The system is an assembly of solar panels, cables, an inverter, a battery and two 11 Watt CFLs.
“Half of the panels got stolen within a year. Some (people) even sold them or mortgaged them for money,” says S K Shukla, director of CREDA. A survey in 2004 showed that of the 617 solar modules installed in tribal hostels, ashrams and primary health centres, 500 were stolen. And so CREDA opted for micro-grids.
A solar module of 37 W costs Rs 14,000. With the 90% subsidy provided by MNRE, each module costs the state Rs 2,750. Compare this with the cost of setting up a micro-grid (solar photovoltaic power plant and transmission cables) per household, which is approximately Rs 25,000. The state shells out about three times more for a micro-grid than a solar home lighting system.
“Micro-grids require more investment from the state exchequer because the subsidy by MNRE is limited (90% of the installation cost or Rs 18,000, whichever is more). But they prevent theft and require minimal maintenance,” says Shukla. CREDA organisation installed the first micro-grid in 2004.
CREDA started electrifying villages in two ways. Micro-grids were installed in big concentrated villages (of the 1,400 solar-powered villages, 500 have micro-grids of a total installed capacity of 2.35 MW, providing electricity to over 35,000 households), while in villages and hamlets where houses are scattered solar home lighting systems were installed as it was not feasible to invest in wiring over long distances.
The problem of maintenance remained and to tackle it CREDA envisaged a three-tier system: a local operator from the village to carry out simple repairs and clean the solar modules, for which he receives Rs 5 from every household; a contractor appointed by CREDA who employs technicians to service a cluster of 10-15 villages and carries out regular servicing of batteries and invertors and more serious repairs; and CREDA itself. The contractor-appointed technician files a monthly report on the status of all the work he has done and is paid Rs 25 per household per month by the state government. CREDA monitors all installations through the monthly reports and replaces faulty equipment.
The system works well when the demand for power is limited. If villagers begin to use TV sets and other electrical equipment it proves inadequate. Under the programme, a 37 W solar system is provided to a family, which does not even meet the minimum electricity requirement of 1 unit a day mentioned in the Electricity Act.
Despite this, demand is growing in the state of Chhattisgarh. A solar power distributor in Sarguja district says sales have increased almost five times in the past seven years -- from Rs 15-20 lakh in 2004 to Rs 4 crore this year. Solar power is not used only in remote areas but augments grid power too in many places.
Solar power is clearly a viable option to hasten the electrification of India without involving environment-destroying and capital-intensive costs. How well governments use it remains the crucial question.

States asked to follow Gujarat, Chhattisgarh PDS models

The Centre has instructed all the states and the Union Territories to emulate computerised public distribution system implemented by Gujarat and Chhattisgarh which won praise from the Supreme Court.

"We have written to all 35 states and UTs to emulate the Gujarat and Chhattisgarh models of computerised PDS which came in for praise from the Supreme Court recently," a senior Food Ministry official told PTI.

The Centre has told them to study the models', details of which are available on the NIC website, and draw their own on those lines, the official added.

"The Centre will provide financial and other assistance to the states in doing this," the official said.

The two BJP-ruled states, Gujarat and Chhattisgarh, came in for praise on September 14 from the Supreme Court, which asked the Centre why these be not taken as a model for the entire country. The apex court had said that the Centre had no option but to computerise the world's largest distribution network having more than five lakh fair price shops, which annually distribute foodgrains worth more than Rs 500 billion to about 180 million families.

The SC direction was based on the recommendations of a high-powered committee headed by Justice D P Wadhwa, a retired Supreme Court judge.

It divided the computerisation into two components - first to arrest and correct diversions, leakages, delays in allocation and transportation, distribution of food grains to fair price shops; and the second, electronic authentication of delivery and payments at the fair price shop.

The Chhattisgarh's system could serve as a model for the first component, while the one in Gujarat could be the model for the second component, the apex court had observed.

The Food Ministry official said that the states have to inform about progress in this regard to the SC appointed committee in three months.

Over the past ten years, Gujarat has made excellent progress on all fronts – whether it is rehabilitation of earthquake victims or e-Governance implementation for transparency; best practices in solid waste management or environment consciousness – Gujarat has pursued excellence in several areas and won over 60 accolades and awards all along the way.
Not only the number is large, if one looks at the list of awards, it includes awards and citations for a variety of sectors right from economic freedom to environmental protection, e-Governance to energy conservation, health to heritage protection and sanitation to software development, reflecting holistic development of the state. The agencies conferring these awards also range widely from International bodies like the United Nations, World Bank, UNESCO, Commonwealth Association of Public Administration and Management (CAPAM), and to various Ministries/agencies of Government of India like Ministry of power, Ministry of non-conventional energy services and institutions like India Tech Excellence Foundation, Computer Society of India and Rajiv Gandhi Foundation.
One of the awards - the UN Sasakawa Award for outstanding work in the field of disaster management and risk reduction was given to Gujarat goverment under Shri Narendra Modi in 2003.The United Nations Sasakawa Award for Disaster Reduction is awarded to an individual or institutions that have taken active efforts in reducing disaster risk in their communities and advocates for disaster risk reduction.

Early in the morning of January 26, 2001, as India were celebrating its 52nd Republic day, an earthquake of magnitude 7.7 struck the northern Indian state of Gujarat. The region was thrown into turmoil as buildings and infrastructure crumbled. 20,000 lost their lives in a day and another 167,000 suffered severe injuries. One million homes were damaged or destroyed in the worst disaster in the state’s history. About2 million became instantly homeless. The economic effects of the earthquake have been estimated at $ 5 billion including $ 2.1 billion in direct asset losses, $ 0.7 billion in output losses, and $ 2.2 billion in fiscal constraints imposed on the state. To put this in perspective, the GDP of Gujarat was $ 24.336 billion in 1998 (with state revenues of $3.042 billion), which means the earthquake cost roughly 20% of one year’s GDP or 1.5 times the state budget. The region was recovering from a terrible cyclone that struck just two years earlier in 1998. The 1999 and 2000 seasons brought severe drought that further affected this highly agricultural area. The state had been one of the fastest growing in India with a high amount of industrialization and trade occurring in the ports along the Arabian Sea, but the government was still in the midst of a fiscal crisis. According to the World Bank and Asian Development Bank, 2001, the government was not economically prepared for a disaster of this magnitude.
The epicenter of the earthquake occurred in the district of Kutch, which bore a disproportionate brunt of the destruction. Over 70% of the buildings in the district were completely destroyed, and many villages were leveled to the ground. Most of the deaths resulting from the earthquake also occurred there. Based upon prior information on the severity of the earthquake and the conditions in the district of Kutch, one would expect that the event would have severe and long-lasting deleterious effects on the impoverished population. The surprising result is that it did not.
According to a research paper done by Jesse D Lecy of Syracuse University, there are three possible reasons for dramatic recovery in Kutch despite the large-scale disaster:
(1) economic dynamics of the district,
(2) social networks in the communities, and
(3) an effective disaster relief strategy implemented by the state.
Evidence for the third theory is found to be most compelling, and it is argued that much can be learned from the unique way that aid was distributed in Gujarat. Disaster risk reduction is a complex issue requiring involvement from both public and private sectors and media as well. The insights into Gujarat case study provide valuable lessons for future relief and development efforts.
Kutch experienced some growth in years prior to the earthquake, but it has traditionally been one of the poorest districts in the state with most families living close to subsistence levels. A large proportion of the district’s population is comprised of individuals belonging to the scheduled castes: 12% in Kutch compared to 7% throughout the rest of Gujarat. The dynamics contributed to a population that was extremely vulnerable to the effects of natural disasters as severe as the 2001 earthquake (World Bank and Asian Development Bank, 2001).
A case for poverty reduction attributable to effective relief efforts is strong from a variety of perspectives. The government was able to secure funding quickly, thus providing resources necessary for relief on a wide scale. They created mechanisms by which the aid could be distributed appropriately. In addition, communities were engaged at multiple levels of the relief projects, giving people influence over aid expenditures. Decisive action by the state of Gujarat was essential for raising the capital necessary to deal with the disaster.
The government began negotiating loans with the World Bank and Asian Development Bank immediately following the earthquake. The loan packages were signed within a month – a record for the two banks (Shri Narendra Modi, 2003). The timeframe was possible because the banks had previously established relationships with Gujarat and were comfortable with the state’s financial accountability (Asian Development Bank, 2002). The government was not only proactive in securing funds for reconstruction, but they were also proactive in establishing fund dispersal mechanisms. Within 9 days of the earthquake, the government of Gujarat created the Gujarat State Disaster Management Authority (GSDMA). This organization’s responsibility was to direct the government relief efforts and coordinate autonomous relief agencies, thereby providing a centralized command structure. Through the authority’s actions, rehabilitation packages were available within a month of the disaster.
In addition, unlike many disaster strategies that focus on short-term food supplies and temporary shelter, the relief efforts in Gujarat were implemented with long-term objectives in mind. Specifically, the government was interested in providing permanent housing for about 2 million people who were left homeless and to repair the infrastructure necessary for normal economic activity (GSDMA, 2007). Their allocation of funds closely followed these stated objectives. The efficiency of this large-scale operation of Gujarat government under Narendra Modi is evident.
In addition to creating the bureaucracies necessary to handle the aid influx, the government was also able to address the specialized needs of specific constituents. One such population was the group that suffered deaths or serious injuries in their households. The family members of the deceased were compensated for their losses. Over 97% of the applications for these funds were awarded benefits (IndianNGOs.com, 2007). On a broader scale, though, the most serious vulnerabilities stemmed from the massive loss of housing, as this problem affected the entire population. As a result, the majority of assistance came in the form of housing reconstruction and rehabilitation. Despite a modest amount of aid spending in absolute terms, these programs were extremely successful in many regards. Gujarat represents the largest successful housing reconstruction project in the world with over 900,000 houses repaired and close to 200,000 completely rebuilt (Shri Narendra Modi, 2003).
During the process, many homes received infrastructure upgrades: the percentage of houses with toilets increased from 32% to 53% and the percentage of houses with plumbing increased from 30% to 34%. While repairing and rebuilding over 50,000 schoolrooms, another 4,200 were added. Public infrastructure was also upgraded, including 640 km of state highways and 3,061 km of rural roads. The most remarkable aspect of all of these projects is that most of them were accomplished within two years of the earthquake (Shri Narendra Modi, 2003).
Relief work is effective for a variety of reasons. For instance, projects may be well-planned and well implemented after vulnerable populations are properly targeted. In Gujarat, it appears that careful management is a more plausible explanation than that of an aid windfall because only a modest amount of aid was dispersed. The majority of the funds for earthquake relief actually came from loans rather than grants. In 2001, the WB and the ADB both loaned large sums to the state government of Gujarat ($400 and $500 million respectively) followed by similar packages in 2002 (Asian Development Bank, 2001). These loans became part of a fund for rehabilitation and reconstruction efforts and were dispersed through the GSDMA.
The protagonists in the Gujarat story are not the donors, but rather members of the state government who were able to orchestrate the efficient disbursement of these funds and local community organizations that mobilized beneficiaries. GSDMA was effectively used by the Gujarat state government as the main coordinating agency to ensure funds were distributed appropriately and non-governmental organizations were properly managed. They allocated the rights to implement projects to only one agency per village in order to avoid redundancy. These villages did not get to choose the agency; however, their agreement to the partnership was a stipulation of implementation
Furthermore, an effective relief strategy requires a proactive central coordinator even as participation of the beneficiary population is equally important. The accommodations made by the GSDMA to recipient communities did not come about by accident. Many communities organized themselves for protection from corruption and increased bargaining power. These groups influenced many important policy decisions, such as favoring reconstruction of completely destroyed villages in situ rather than moving them to a different location, demanding re-evaluation of houses when initial surveys were problematic, and forcing the government to create a housing package that allowed owners to receive assistance for rebuilding their own homes. This last initiative proved to be the most important. Over 72% of the villages took advantage of owner-driven reconstruction, and approximately 87% of the destroyed homes were
rebuilt by their owners. In the first program of its kind, the government offered financial, material, and technical assistance for these projects.

In general, beneficiaries protect themselves from abuses of implementation schemes, donor
agencies also guard against improper uses of funds by beneficiaries. The inherent system creates additional layers of rigid bureaucratic control. However, through the owner-driven reconstruction program, the GSDMA created a clever incentive scheme to avoid this kind of scenario. Villagers received 40% of their housing benefits in the initial stages of reconstruction, 40% upon completion of the walls, and the remaining 20% once the house was finished. The second and third installments could only be disbursed after the work was certified by government civil engineers who were stationed in each village in order to supervise construction. In addition, a massive training program was undertaken to teach earthquake resistant construction to local masons and engineers so that government standards would be met. In this way, not only did the program enable citizens to receive money for the rebuilding of their homes, but it also ensured that building standards would be sufficient to withstand future earthquakes.
Conclusions
One would hope that other humanitarian efforts would put as much thought into implementation policies as went into the Gujarat relief efforts. Unfortunately, aid is often poorly coordinated, with project designs that distort normal community activities. The poverty data from Kutch, as well evaluation reports from relief projects, suggest that Gujarat succeeded where others have failed.
