Emphasis on Crop Diversification
• The State has been given 'Agriculture Leadership Award 2010' for significant
contribution in the field of agriculture and innovative policy initiatives.
• The present State Government has given added priority for Agriculture
development by earmarking 12 per cent of total budget for it, which is highest
in the Country. Major initiatives undertaken and achievements in this sector
during the last three years are:
• `353 crore 'Pt. Deen Dayal Kisan-Bagwan Samridhi Yojana' started in the year
2009 for strengthening and diversification of farm activities. The scheme
envisages construction of 16,500 polyhouses and bringing 20000 hectare area
under minor irrigation.
• 80 percent subsidy is being given for construction of polyhouses and
sprinkler/drip irrigation and 90 percent subsidy for BPL families for
construction of polyhouses made of local material like bamboo.
• 5928 Polyhouses have been constructed and an area of 7.09 lakh square meter
covered under protected cultivation. An assistance of ` 43.52 crore has been
provided as subsidy to the farmers under this scheme so far.
• To encourage crop diversification and organic farming, `440 crore Project
assisted by Japan International Corporation Agency (JICA) has been approved.
• Decision to select 'Krishak Mitra' in all panchayats, to maintain liaison between
farmers and Agriculture department so as to ensure benefits of schemes to the
farmers. 1390 Krishak Mitra selected so far.
• Farmers being encouraged to set up vermi-compost units. 3,54,000 vermicompost units established and 21000 farmers registered for organic farming in
last three years.
• 43,485 small and marginal farmers of the State given relief by waiving off
‘Taccavi Loan’ and ‘loans undertaken for soil conservation/ land development’
during the period 1950-1960.
• Farmers have been exempted from paying stamp duty on Land Mortgage Deed
up to ` 10 lakh on bank loans.
• Tomato, Potato and Ginger crops brought under weather based Crop Insurance
Scheme.
• Free soil testing facility being provided to the farmers. 3,32,339 soil samples
tested and 3,17,234 cards have been distributed amongst farmers in last three
years.
• Subsidy of ` 25,000 being provided for purchasing power tiller below 8 horse
power and ` 45,000 for those above 8 horse power. Subsidy on tractors up to
40 horse power increased from `30,000 to ` 45000. During the period 747
tractors and 132 power tillers provided to farmers on subsidized rates and `
352.67 lakh spent on giving subsidy.
• Work on ` 100 crore most modern Market Yard at Parala in Shimla district
started to benefit the farmers and fruit growers.
14 Market Yards constructed by spending ` 24.59 crore during the last three
years and three Market Yards under construction. 12 more Market Yards/Sub
Yards to be constructed in different parts of the State.
• 40 watersheds identified under National Watershed Development Project for
rainfed areas and 24,693 hectare area being treated.
• 'Apni Mandi Scheme' launched in the State to benefit the farmers.
