Prashant Bhushan formerly a close ally of Delhi Chief minister Mr Arvind Kejriwal has strongly criticized the recently proposed Lokpal bill in the Delhi Assembly.
i) The SELECTION of the Lokpal.
The method of selection of the Lokpal is same as that of any other state #Lokpal or even Centre's Lokpal, than why this Drama of #JanLokpal, as they are not abiding to the version set by India Against Corruption. This gives all strength to the #Delhi State Assembly to control the #Lokpal from appointment to daily working.
ii) Removal of #Lokpal at mercy of Delhi Assembly.
The Actual bill of Anti-Corruption mentioned that the Removal of #Lokpal can be done by the President of India on the demand of the High Court, however the Bill Proposed now is clear and Crisp, #Lokpal can be removed by the LG with a consent of the 2/3 majority of Assembly which clearly indicates that the government may have any intentions to bring in #Lokpal but do not want to lose control over it and want to utilize it maybe for self-protection or vindicating the oppositions.
iii) How Can the Bill include someone outside the Jurisdiction of Delhi Government in a State Bill?
Present Bill Proposes cover everyone residing in Delhi, may it be Member of parliament or Minister in Central Government, which was not part of the Bill drafted by the IAC movement which segregated Lokpal for Central Government and Lokayuktas for the state to avoid any technical conflicts. Now IAC member Prashant Bhushan have claimed that #Kejriwal government have done that so that Government at center rejects the Bill and Aam Aadmi Party plays the Victim again to mislead the mass.
iv) How and Who Investigates?
The tabled Bill indicates that the investigation and handling will be done by government agencies which clearly indicate that #Lokpal will not have full control and authority. This clause is absolutely different with the mention done by the India against Corruption #JanLokpal.
Now if you want to cover everyone in Delhi and then you are giving the authority to the agencies within Jurisdictions of Delhi to investigate you are actually trying to control the entire investigating process. Mr Kejriwal was always been against that point and now as the intentions are changing so are the clauses being compromised.
The take should be that the AAP government instead of creating a new hype of Lokpal should adopt the same Lokpal as that of the Central government as it is a Normal #Lokpal and nothing to do with #JanLokpal
