Leaders of Opposition Sushma Swaraj and Arun Jaitley on Friday moved resolutions for debate and vote in Lok Sabha and Rajya Sabha on their recommendations on the bill. "Discussions with civil society groups and non-UPA political parties are converging towards the same position," Jaitley told reporters. Anna Hazare's team had meetings with senior BJP leaders on Thursday night and the Left parties on Friday morning.
The BJP exuded confidence that its resolution on setting up an independent Lokpal, if passed in the House, would end the deadlock over the bill. According to it, the law should have the widest coverage, including the Prime Minister, with the exception of his national security and public order functions. The resolution said it should create an appointment mechanism for appointing Lokpals independent of government domination and also provide for an independent and autonomous CBI.
On the issue of judiciary, it said the appointments and accountability mechanism should be regulated by a national judicial commission. It said the law should cover all levels of government servants and provide for a framework for setting up of Lokayuktas with similar powers in states which would also create a grievance redressal mechanism. BJP sources said Hazare's team was on board on 90% amendments recommended by it to the Jan Lokpal bill. The party also conveyed to the delegation that it would not agree allowing Lokpal to tap phones.
However, there are still sticky points like inclusion of lower bureaucracy under Lokpal and conduct of MPs inside the House. To a question about lower bureaucracy, Jaitley said "we as a political party want a solution to the impasse. We want the entire bureaucracy covered. We are flexible in this area because we do not want the impasse to continue." He said the party had clinched nine points.
"We felt it was time to get into specifics and gave notices under Rule 184 (Lok Sabha) and Rule 168 (Rajya Sabha), Swaraj said addressing a press conference, along with Jaitley, after an all-party meeting. The government resolution said "the document Jan Lokpal bill drafted by members of the civil society under the leadership of Shri Anna Hazare as also the proposals by prominent civil society groups and eminent citizens for addressing issues of corruption". BJP rejected the resolution dubbing it as tame.
The Left, which is "broadly" in sync with BJP's proposals, wants the lower bureaucracy to be under vigilance cover and corruption by MPs inside the House, as in the cash-for-votes scandal, to be under Lokpal. "Barring these, we have no objection to BJP's recommendations," CPM leader Basudeb Acharia said. The BJP does not want MPs behaviour inside the House to fall under Lokpal's ambit.

संकल्प ने कहा कि यह सरकार प्रभुत्व के स्वतंत्र Lokpals की नियुक्ति के लिए एक नियुक्ति तंत्र बनाने के लिए और भी चाहिए एक स्वतंत्र और स्वायत्त सीबीआई के लिए उपलब्ध कराने के.

पार्टी ने प्रतिनिधिमंडल को बताया कि यह लोकपाल को फोन टेप करने के पक्ष में नहीं है .
